Civil Engineering

As a full-service civil engineering and land surveying firm, BHA is a start-to-finish operation, serving clients from funding to completion. We also showcase our ability to form one-on-one relationships with clients to provide them with specialized skills, along with a personal touch.

Keith Capdepon, Jr. serves as the lead engineer for BHA, and has been practicing for over 30 years. Mr. Capdepon has significant experience with various engineering projects including drainage and street, municipal water transmission, distribution and treatment, and wastewater collection and treatment.

BHA has been involved in the Louisiana Community Development Block Grant (LCDBG) program for more than 30 years. BHA has been the engineering design professionals for more than 70 infrastructure projects funded through the CDBG Public Facilities Program, the CDBG Demonstrated Needs Program and the CDBG Economic Development Program for a total dollar volume of approximately $25 million, which assisted 16 separate communities.

BHA Construction Managers oversee the planning, design and construction of all design projects, from start of finish. Our CMs manage the project’s time, cost and quality, including providing preliminary cost estimates; coordination with appropriate federal, state, and local agencies; preparation of permits and documentation needed for funding; supervision of construction bid process; conducting conferences with owner and contractor; review and processing of requests for payment and change orders; provision of record drawings; final inspections and testing.

BHA provides Environmental Services in inspection, assessment and management. BHA provides environmental inspections for asbestos and lead for federal, state and local entities with employees certified by LDEQ. Our environmental services include: Lead Risk Assessment; Phase I-Environmental Site Assessment; Environmental Assessment, Environmental Impact Statement; various NEPA Compliance Studies; Environmental Review Record; Wetland Delineation and Storm Water Management.

The BHA Team includes seasoned professionals with years of environmental experience who thoroughly understand State and Federal regulations, as well as NEPA requirements. Chandler Jordan, CFM serves as an environmental project manager and has experience performing all phases of environmental assessments on commercial and municipal properties completed. He has completed hundreds of Environmental Review Records (ERRs) for properties affected by Hurricanes Katrina; Jordan is also responsible for the production of Phase 1-Environmental Site Assessments for the private and public sectors
